The fact that this man, who is dressed in a Roman toga and wearing sandals, is holding a parchment scroll shows that he was a person of authority or held a senior position. The Romans were usually clean-shaven. This is the usual attire of the upper class in the Kingdom of Judah during the late Second Temple period
